The property developer of project TMS is Timor Marina Square S.A. (TMSSA) of Tin no. 1303255.  TMSSA is formed by a consortium consisting of A-Smart Property Holdings Pte Ltd (“A-Smart Property”), Vico Investment (Timor) Pte Ltd (“Vico Investment”) and Elegant Marble Group Unipessoal LDA (“EMG”).

A-Smart Property is a wholly owned subsidiary of A-Smart Holdings Ltd (the “Group”), which is listed on the Mainboard of the SGX-ST since 28 June 1999.  Headquartered in Singapore, A-Smart Holdings Ltd is a multifaceted solutions provider which started out in the area of print manufacturing.  

The Group has undergone a major transformation to better reflect the change in corporate profile and business strategies. Encapsulating the brand-new vision of harnessing smart technologies in boosting its business capabilities.  

The Group operates 3 key business segments, namely Print and Media, Property Development and Real Estate Investment, and Technology and Sustainability Solutions. 

Vico Investment is wholly owned by Vico Construction Pte Ltd (“Vico”), headquartered in Singapore. An Internationally recognized contractor with a strong track record in residential and industrial projects, Vico has obtained the necessary accreditations from the Singapore authorities as a Class 1 General Builder and Grade A1 contractor. 

Vico utilizes advance building construction technology including precast, prefabricated modular construction and has expanded its Business operations to China and Indonesia, forming strategic alliances with new overseas partners. 

A well-known brand in Timor-Leste, EMG Group is the local partner for Project TMS. EMG has a wide range of businesses which include Marble trading, tourism and retail. It will provide much expertise and knowledge on the internal business landscape. 

Mr Lim Huan Chiang is the Chief Executive Officer and Non-Independent Director of A-Smart Holdings Ltd. 

Prior to joining A-Smart, he was with the Singapore Press Holdings for more than two decades and last held the position of Vice-President of the Chinese Media Group. Resultantly, he has not only developed expertise in the publication and printing industry, but also established a wide range of social contact and rapport with local SMEs, as well as overseas entrepreneurs. 

Mr Lim has a plethora of organization and management experiences, acquired from both his full-time profession and community involvement. He was once the Commander of Rescue Battalion and Commandant of Volunteer Unit when serving in the Singapore Civil Defence Force as a senior officer.  

In social involvement, he currently holds appointments in several government boards and associations such as the Board of Governors for HomeTeamNS Association, IMDA Film Appeal Panel, Liquor Licence Appeal Panel, Home Detention Advisory Committee, Board of Visiting Justices (Singapore Prison), Singapore Government Staff Credit Co-operative, Town Council, Community Development Council, Integration Council and Business China. He is also holding the posts of Honorary Chairman of Radin Mas Citizens’ Consultative Committee and President of the Chinese Press Club. Mr Lim is also active in various Business and Chinese Clans associations. 

Mr Lim has been appointed as a Justice of the Peace by the President of Singapore since 2005. Due to his outstanding contributions to the community, he was conferred several national awards including the Public Service Star (Bar) in 2012. 

Mr Lim holds a master’s degree in Public Administration and Management from the Lee Kuan Yew School of Public Policy. He also has a degree in Fire Engineering (UK) and various professional qualifications in fields such as Business Management, Public Relations, Publishing Works and China Law.
